Who can use Application Portal Norway?
I am an EU citizen
Nationals of the EU, EEA and Switzerland do not have to apply for a residence permit, but must instead use the registration scheme for EEA nationals via Application Portal Norway. Their family members, regardless of nationality, can use Application Portal Norway to submit an application for a residence card. This also applies to service providers from EU enterprises and persons starting businesses on behalf of EU enterprises.

If you are entitled to submit your application in Norway, you can always use Application Portal Norway to fill in an application form for a residence permit for work purposes, a permanent residence permit, citizenship, studies, an au pair permit, family immigration and travel documents.
Please note! Not everyone can submit an application for a residence permit application on the grounds of work, family immigration or studies from Norway, even though they are currently living here. You will find further information at:
I am applying via a Norwegian foreign service mission
When you apply for a visa, a residence permit for work purposes, family immigration, an au pair permit or a study permit via a Norwegian foreign service mission, you can use Application Portal Norway to complete the application form.
Visas: Here, you can see whether or not the embassy that accepts visa applications in your country is a Norwegian embassy.
Other permits: Here, you can see whether or not the embassy that accepts applications for other types of permits in your country is a Norwegian embassy.
Who cannot use Application Portal Norway?
Persons who cannot use Application Portal Norway to complete their application form must fill in a form on paper instead. The forms are available at the top right corner of this page. Click on Application forms in the drop down menu at the top of the homepage and choose the type of permit you wish to apply for.
I am applying via another country's embassy:
You cannot use Application Portal Norway to fill in the application form if you apply via the embassy of a country other than Norway.

Family members of EU/EEA/EFTA nationals
You cannot use Application Portal Norway to complete your application form if you are a family member of an EEA national and are submitting an application at a foreign service mission. You must submit the application form on paper.
