Who can submit a study permit application from Norway?

The main rule is that you must apply for the permit before entering Norway. If you are already in Norway and wish to submit your application here, you can do so in certain cases.

You can apply from Norway if you are here legally and belong to one of the following groups:
  • You can document skilled worker/ specialist qualifications
  • You are an EEA national or apply for family immigration with a person holding a permit pursuant to the EEA Regulations
  • You are a child born in Norway and both your parents are in Norway 
  • You have held another type of permit in Norway for the past nine months

You can also submit your application from Norway if you are here legally and as a student through one of the following programmes:

  • American Field Service (AFS) 
  • American Scandinavian Student Exchange (ASSE) 
  • Fullbright
  • Youth for Understanding (YFU)
  • STS High School Foundation
  • Rotary
  • EU programmes such as Erasmus or Comett
  • The Research Council of Norway
  • Exchange schemes between Norwegian and foreign institutions of higher education.

You can also apply for a permit from Norway if you have a scholarship from Noma (Norad’s Programme for Master Studies) or other Norwegian public institutions.
