As of 1 October, EEA nationals no longer need to apply for residence permits in Norway. It is sufficient that they register on arrival.
The new registration requirement replaces today’s residence permits for EEA nationals. The initial scheme will be temporary until the permanent scheme enters into force together with the new Immigration Act on 1 January.
'The registration requirement is a completely new way of organising and facilitating labour immigration. EEA nationals (with the exception of Romanian and Bulgarian nationals) no longer need a permit to stay and work in Norway, they just need to register when they arrive,’ says Director General of UDI Ida Børresen.
Free movement and residence
The registration requirement is based on an EU Directive that to a greater extent than today will maintain the right to free movement and residence in the EU/EEA area for EEA nationals and their family members.
The new scheme applies to all EEA nationals, with the exception of nationals of Romania and Bulgaria who are covered by transitional rules. Family member of EEA nationals who are not EEA nationals themselves must also apply for residence permits pursuant to the current regulations.
Registering with the police
EEA national can register at a police station or at a service centre for foreign workers. Those who satisfy the registration requirements – primarily those who meet the current residence permit requirements – will receive a registration certificate instead of a residence permit. The registration certificate is valid for an unlimited period and does not have to be renewed.
’The new scheme means shorter case processing time and simpler procedures for EEA nationals who want to work and stay in Norway,’ says Børresen.
The following EEA nationals are required to register
- employees
- self-employed persons
- students
- service providers
- people with sufficient funds
- family members who are EEA nationals
What documentation do you need to register?
Decisions regarding registration are the responsibility of the police, and UDI will no longer process cases of doubt.
EEA nationals who already have residence permits will not be required to register before their permits expire.
