Nationals of Kosovo who meet the requirements for being granted a Norwegian travel document can obtain such documents if they register as nationals of Serbia in the Population Register.
Ordinary travel document
As an applicant, you must give your consent to be registered as nationals of Serbia. The travel document will state that you are a national of Serbia.
The reason for this is that the International Organization for Standardization (ISO) has not assigned Kosovo a country code. The police are therefore unable to issue travel documents to persons registered as nationals of Kosovo in DUF (the computer system for immigration and refugee cases).
As a rule, the travel document will be valid for travel to all countries except Serbia and Kosovo.
Once Kosovo’s foreign service missions begin to issue passports, persons with immigrant’s passports will be referred to the missions to obtain Kosovan passports. This does not apply to people with residence permits granted on the basis of their relationship to the authorities of the home country.
Travel document for a single journey to Kosovo
If you are going to travel to Kosovo to obtain a Kosovan passport, you can apply for an immigrant’s passport for a single journey.
Once you have received a Kosovan passport and presented it to the Norwegian Tax Administration, the Tax Administration can change your citizenship in the Population Register. You must then contact the police so they can affix your residence permit sticker to your new passport.
