General information
If you are applying from Norway, you need to hand in your application at your local police district.
Everyone who is able to should apply online through the
Application Portal Norway, but you still have to hand in the documents that are necessary for processing the application at a police station.
Book an appointment for handing in your documents
In Oslo police district, the office where you hand in your documents is at Schweigaards gate 15 B.
You have to book an appointment for handing in your documents. This means that you will not have to wait in line and that you can choose the time and day for the appointment yourself.
If you have applied online through the Application Portal Norway, you will at the same time book the appointment for handing in your documents.
If you need to change the appointment you log in, select the relevant application from the list (by clicking the 'pen and paper' button on the right of your current applications), click "Change appointment" in the "Booking Information" section and then change your previous booking to a newer date.
If you have not applied online, you make an appointment for handing in your application and the necessary documents by calling the Service phone line on 22 34 21 00. The phone line is staffed Monday to Friday between 9.00–13.00.
You can also come to the office in Schweigaards gate 15 B and book your appointment between 8.15 and 10.00 Monday – Thursday. (Outside these time slots it is not possible to turn up without an appointment.)

Service centre for foreign workers
If you are a citizen of one of the Nordic countries, come from a
EU, EEC or EFTA-country, or you are a
skilled worker, you can use the Service centre for foreign workers in Oslo. Family members of such workers may also use this centre.
Residence cards (replaces the old scheme with stickers in passports)
Everyone who is granted a residence permit for the first time or renews their residence permit will now get a residence card. This replaces the old scheme with stickers in passports.
Those who have permanent residence permits must renew the card every two years. If you have a sticker in your passport which is still valid, please wait until a couple of months before the expiry date until you get yourself your first residence card.
It is not possible to exchange a sticker which is still valid for a residence card.
In order to get a residence card you need to book an appointment to visit the police in Schweigaards gate 15 B.
You can book the appointment in the following ways:
- If you registered your application for a residence permit through the Application Portal Norway, you can log in there to book the appointment. To do this you log in, select the relevant application from the list (by clicking the 'pen and paper' button on the right of your current applications), click "Change appointment" in the "Booking Information" section and then change your previous booking to a newer date.
(Those who have a permanent residence sticker in their passport which they are going to exchange for a residence card, are unfortunately not able to book the appointment through the Application Portal Norway)
- If you did not register your application for a residence permit through the Application Portal Norway, you can book your appointment by calling the Service phone on 22 34 21 00. The phone line is staffed Monday to Thursday between 9.00–13.00. (Please note that unfortunately the phone lines are often very busy).
- You can also come to the office in Schweigaards gate 15 B and book your appointment between 8.15 and 10.00 Monday – Thursday.(Outside these time slots it is not possible to turn up without an appointment.)
When you turn up to your appointment, please go to Schweigaards gate 15 B and let the NOKAS-guard know that you have arrived.
At the police office you will have your fingerprints and photo taken. The police will order a card for you which will be sent to you by post within 10 working days.
Please note! It is important that you are registered with the correct address and that you have your name on your mail box.
