Asylum decisions, first instance, by outcome 1998 - 2008

An asylum seeker is a person who, on his or her own initiative and without prior notification, asks the Norwegian authorities for protection and recognition as a refugee.  Norway provides protection to those who are persecuted because of their religion, nationality, political opinions or membership in a particular social group, based on the 1951 United Nations Convention on the Status of Refugees and Norwegian legislation.

Norway will also grant resident permits to an annual quota of resettlement refugees (persons residing as asylum seekers in refugee camps in other countries and selected in cooperation with UNHCR), in addition to those granted a residence permit following an application for asylum.
