New rules for quarantine and quarantine hotel

The Government has introduced new rules for quarantine hotel and a scheme for exemption from quarantine hotel due to strong welfare reasons (external website).

According to these rules, a very limited scheme has been implemented. This applies to those who can document strong welfare reasons and thereby can apply for an exemption from the requirement to stay in a quarantine hotel when entering Norway. You will still have to complete the quarantine in your own home or another suitable accommodation, even if you are exempted from staying at a quarantine hotel.

It is limited who can get an exemption under this scheme, so you must read the rules before applying. The UDI handles this application scheme and can answer questions related to it. The health authorities handle the general regulations and will answer general questions about quarantine and quarantine hotels (external website).

The UDI does not assess whether you have the right to enter Norway

Please note that there are still strict entry rules to Norway and that you cannot travel to Norway unless one of the exceptions of who can enter Norway applies to you. The UDI does not provide an advance valuation of whether you have the right to enter Norway or not.

Check if you are required to stay in a quarantine hotel or not

The previous distinction between necessary and unnecessary travel upon entry to Norway is no longer applicable in the Government's new rules. The main rule is still that everyone who enters Norway from red countries must stay in a quarantine hotel unless one of the exceptions on this page applies to you.

Exemptions from stays in quarantine hotels due to strong welfare reasons will continue, but those who can document strong welfare reasons must now apply for an exemption in advance. You will still have to complete the quarantine in your own home or another suitable accommodation, even if you are exempted from staying at a quarantine hotel. This application scheme does not apply to you who travel out of Norway due to strong welfare reasons. For example, if you travel out of Norway because you are going to a funeral or visit a sick family member abroad, you cannot get a decision on an exemption from quarantine hotels from the UDI.

Further below, you will find information on those who do not have to complete the travel quarantine or stay in a quarantine hotel when entering Norway. Please check if this applies to you, and if it does, you cannot apply for an exemption from staying in a quarantine hotel in advance.

We recommend that you apply no later than 7 days before entry so that the UDI can process your application. If it is less than 7 days until your travel to Norway, you must apply as soon as possible.
