You must submit an application for a residence permit to the foreign service mission which is responsible for the country where you are a citizen. If you wish to submit the application in another country, the main rule is that you must have held a residence permit in this country for the past six months.
Residents of Iraq who wish to apply for a residence permit must contact the embassy in Amman in Jordan, which is responsible for Iraq. The embassies in Ankara and Tehran do not accept applications for reisdence permits from residents of Iraq. This is the case no matter where in Iraq you are. You must travel to Amman even if it is more difficult for you to go to Jordan than to Turkey or Iran.
The reason why all Iraqis must submit their application in Amman is that only the embassy in Amman has the necessary competence to be able to carry out interviews of applicants and check Iraqi ID documents.

Iraqi nationals need a visa to Jordan to be able to travel to Amman.
If you live in Iraq, you must apply for a visa at the Jordanian embassy in Bagdad or Jordan’s consulate in Erbil.
