The requirement to pass these test are in addition to the requirement that you must complete tuition in Norwegian or Sami to be able to get a Norwegian citizenship. If you are between 55 and 67 years old, the requirement to complete this tuition is new for you.
The new requirements have been decided by the Norwegian parliament.
You must meet the requirements if you
The UDI is aware that in several police districts there were no available appointments for handing in application documents before 1 January 2017.
You must therefore not meet the requirements if you completed the application form and paid the fee in the Application Portal before 15 December 2016, and were not able to get an appointment to hand in your application documents until after 1 January 2017. (You must have booked the first available appointment.)
If you are under the age of 18 years old or over the age of 67 years old when you hand in your application documents to the police, you do not need to meet the new requirements in any case.
If you have already passed the test in social studies in Norwegian, and the oral Norwegian test at a minimum level of A2 when you participated in tuition in the Norwegian language and social studies, you do not need to take them again now.

If you have not already taken the tests, you must take them now. The tests are only held twice a year.
The “citizenship test” is a new test. Skills Norway will publish information on their website (external website) when it is possible to sign up for this test.
