If you are a Norwegian citizen and you are incorrectly registered as having emigrated from Norway, you must contact the National Population Register (Folkeregisteret) (external website). You are not supposed to contact UDI.
Why are you registered as moved from Norway?
If you no longer have legal residence in Norway, you will not be registered as residing in Norway in the National Population Register anymore. This means that you will be registered as moved from Norway in the National Population Register.
If your residence permit is not valid anymore, and you have not applied for renewal of your residence permit, UDI will determine that you should be registered as moved from Norway in the National Population Register. This happens automatically and you will not be notified.
What are the consequences of being registered as moved from Norway?
Being registered as moved from Norway in the National Population Register while you are still in Norway will have a wide range of consequences. You may experience problems with public services, for example healthcare, education and the Norwegian Labour and Welfare Administration (NAV).

Should not be registered as resident
Please note that a small number of people hold residence permits that do not qualify them as residents in Norway under the Population Register Regulations (external website). This includes, among others, persons who hold a residence permit under section 74 of the Immigration Act. These cases are administered by the National Population Register, not by UDI.
