If you are a Norwegian citizen and you are incorrectly registered as having emigrated from Norway, you must contact the National Population Register (Folkeregisteret) (external website). You are not supposed to contact UDI.
Why are you registered as moved from Norway?
If you no longer have legal residence in Norway, you will not be registered as residing in Norway in the National Population Register anymore. This means that you will be registered as moved from Norway in the National Population Register.
If your residence permit is not valid anymore, and you have not applied for renewal of your residence permit, UDI will determine that you should be registered as moved from Norway in the National Population Register. This happens automatically and you will not be notified.
What are the consequences of being registered as moved from Norway?
Being registered as moved from Norway in the National Population Register while you are still in Norway will have a wide range of consequences. You may experience problems with public services, for example healthcare, education and the Norwegian Labour and Welfare Administration (NAV).
Transition to a new procedure on 1 October 2017
Previously, the Tax Administration decided which foreign citizens were to be registered as moved from Norway in the National Population Register. But UDI and the Immigration Appeals Board (UNE) became responsible for making this decision beginning on 1 October 2017.
