The changes are being introduced because parts of the EU Pact on Asylum and Migration also apply to Norway.
Eurodac Recast
In the past, only fingerprints from asylum seekers or people entering illegally were stored. Now, the EU's Eurodac database will hold more information, such as extra types of personal data and facial images, alongside fingerprints.
Information on more categories of people will also be registered in the system, including:
- persons staying illegally
- persons brought ashore following rescue operations
- resettlement refugees

Screening
As of 12 June 2026, at the National Arrival Centre in Råde, the police will gather information on identity, security, health, and vulnerability from asylum seekers who
- do not fulfill the entry conditions, or
- have not been through a regular border control
Local police districts will also screen third-country nationals who are not asylum seekers, such as individuals staying in Norway illegally.
