Human trafficking involves the use of violence, threats, or abuse of a person’s vulnerable situation to force, exploit, or deceive individuals into various forms of labour or services, prostitution, other sexual purposes, criminal activities, begging, military service, or organ removal.

- You must be a presumed victim of human trafficking. It is sufficient that there are indications which, taken together, show that you may be such a victim.
- You must be willing to accept assistance and to follow up on the measures offered to you.
- You must document your identity. A valid passport is usually valid proof of identity. If you do not have a valid national passport or other travel document, you must explain the reason for this.
- You are not required to pay an application fee.
- There is no requirement that you have your own income.
Accompanying children
- If you are granted a period of reflection, children applying together with you will be granted a residence permit of the same duration as yours.
- You are not required to pay an application fee when applying for your child.
- There is no requirement that you have your own income.

Limited residence permit
Requirements
- The police must confirm that you have broken ties with the environment behind the human trafficking.
- The police must confirm that you have reported the perpetrators of the human trafficking to the police.
- The police must confirm that an investigation is underway, or that criminal proceedings have been initiated either against these perpetrators or against perpetrators in another human trafficking case.
- The police must confirm that the police or the prosecuting authority considers your presence in Norway to be necessary in order to carry out the investigation or criminal proceedings.
- You must document your identity. A valid passport is usually valid proof of identity. If you do not have a valid national passport or other travel document, you must explain the reason for this.
- You are not required to pay an application fee.
- There is no requirement that you have your own income.
Accompanying children
- If you are granted a limited residence permit, children applying together with you will be granted a residence permit of the same duration as yours.
- You are not required to pay an application fee when applying for your child.
- There is no requirement that you have your own income.
How to apply for a residence permit (limited residence permit)
- You must submit your application in person at the police district where the report was filed or where criminal proceedings have been initiated.
- You cannot use the digital application form for this application. Fill in the application form for a permit for residence or work (pdf, 1,8 MB) and book an appointment with the police. Here you will find contact information to the police for booking an appointment (external website).
- You must submit your passport together with your application. If you do not have a valid national passport or other travel document, you must explain the reason for this.
A legal aid lawyer, support organisation or public organisations may assist you with the information to be attached to your application.

Protection (asylum) for former victims of human trafficking
If you are a former victim of human trafficking and have a well-founded fear of persecution upon return to your home country, you may have the right to protection (asylum).
You must apply for protection with the police. You can read more about applying for protection in Norway here.

Residence permit for witnesses in human trafficking cases
If you have given testimony as an injured party in a court case concerning human trafficking, or if you are a victim of human trafficking who has given a statement to the court or the police in criminal proceedings, you may apply for a residence permit (protection) as a witness in a human trafficking case.

Residence permit under family immigration for children of a parent who is a victim of human trafficking
Please note: If the child is born in Norway, please check what type of residence permit you can apply for. There might be several options.
Requirements for the applicant (the child)
- You must be under 18 years of age and must not be married or cohabiting.
- You must document your identity. A valid passport is usually valid proof of identity.
- If only one of your parents is living in Norway, your other parent must consent to you living in Norway. This is only necessary if your parents have joint parental responsibility.
- If you are adopted, the adoption must be valid in your home country and must be approved by the Norwegian Directorate for Children, Youth and Family Affairs in Norway (external website). This is only necessary if the adoption took place after one or both of your adoptive parents moved to Norway.
- You must document that you are the child of your parent. This can be documented with a birth certificate. In some cases, UDI may also ask you and your parent to take a DNA test to confirm the relationship.
Requirements for the reference person (the parent)
- You (the parent) must be considered a victim of human trafficking. This is stated in your residence permit decision from UDI or the Immigration Appeals Board (UNE).
- There is an exemption from the income requirement if your child applies for family immigration within one year of you being granted your residence permit.
- If the exemption does not apply, there is, as a general rule, a requirement that you have a current income of at least
NOK 416 512 per year pre-tax
. In addition, your income must have been at approximately the same level last year. If you do not have sufficient income, UDI may assess whether there are strong humanitarian grounds that justify an exemption from this requirement.
