Consideration of strong reasons for applying from Norge


When you are not entitled to have your residence permit application processed if you apply from Norway, we recommend that you submit your application at an embassy, consulate, or application centre abroad where residence permit applications are accepted.

You apply from Norway at your own risk

If you apply from Norway, your application might be rejected because you did not apply in the right way, with no consideration given to whether or not you meet the requirements for what you are applying for. This is called a rejection on formal grounds.  

If you remain in Norway while waiting for your application to be decided, and UDI rejects your application on formal grounds:  

  • you have not had legal residency on the basis that you were waiting for the decision
  • you may have been staying in Norway illegally
  • you could be expelled from Norway and the entire Schengen area if your stay was not legal. In such case, you will not be allowed to return for a certain period. 

If you apply from Norway anyway, UDI will assess whether there are strong reasons for us to process your application, even though you do not have the right to apply from Norway. Examples of strong reasons may include special health conditions or considerations regarding the best interests of a child. Other types of strong reasons may also be relevant. If you believe there are such reasons, you should document them as much as possible – for example, by submitting a medical certificate.

Please note that there is a very high threshold for proceeding to give your application consideration. Consequently, we cannot say in advance whether the reasons you give will be strong enough, and by applying from Norway you do so at your own risk.

Checklist of required documents

Once you have filled out the application form, you will receive a personalised checklist showing which documents you need to submit during your appointment at the police station.

Delivering documents in person

After you have submitted the online application form and paid the application fee, you need to schedule an appointment with the police in order to verify your identity and hand in the documents from your checklist. Options for booking an appointment with the police will appear onscreen once you have submitted the online application form.
