Determining labour shortages and the need for labour migration from third countries in the EU (2015)

The study provides an overview of national labour migration policies in EU and analyses whether they are linked to identified labour shortages, and, if so, in what way.
The study further investigates the instruments used to identify labour shortages and the need for labour migration, such as lists of shortage occupations. A special focus in this regard is placed on the role of the social partners. Norway does not participate in the study.
