I have close family members in Afghanistan who are not allowed to leave the country now to apply for family immigration. Can I apply on behalf of them from Norway?

Due to the current security situation in Afghanistan and difficulties crossing national borders, it will temporarily be possible for a family member in Norway (the reference person) to apply for family immigration on behalf of a family member who is in Afghanistan.
