Can I apply for a residence permit on the basis of compelling humanitarian considerations?

No, you cannot submit an application for a residence permit on the basis of compelling humanitarian considerations. The UDI will assess whether you meet the requirements for a permit on this basis in an application for protection on an individual basis.
