Afghan passports


The Afghan Embassy in Oslo is now accepting applications for national passports for Afghan citizens residing in Norway. If you are an Afghan citizen without refugee status, you now apply for a passport at the Afghan Embassy in Oslo.

Because the Afghan Embassy in Oslo previously could not issue passports to its own citizens, Afghan citizens who wished to renew their passports were referred to Afghan diplomatic missions elsewhere in Europe. Those who had not previously held an Afghan passport – or only had handwritten passports – were issued an immigrant’s passport by the Norwegian authorities.

However, from October 2025, the Afghan Embassy in Oslo has begun issuing new national passports to Afghan citizens residing in Norway. When you now apply at the Afghan Embassy in Oslo, you will submit fingerprints that are sent digitally to Kabul together with your application form. The passport will be sent from Kabul to Norway.

UDI therefore now refers all Afghan citizens without refugee status who need a passport to the Afghan Embassy in Oslo. This applies both if you have previously had an Afghan passport and need to renew it, and if you have never had an Afghan passport or a machine-readable Afghan passport.

If you have previously been granted an immigrant’s passport because you were unable to obtain an Afghan passport from the authorities of your home country, you will no longer be granted one.

If you have refugee status in Norway and you need renewal of your refugee travel document, you do not contact the authorities of your home country. You apply for renewal of your refugee travel document through udi.no.
