The Afghan embassy in Oslo has been unable to issue new passports to Afghan citizens since 2021, but was able to issue stickers to extend the period of validity of Afghan passports issued previously. The embassy in Oslo closed in September 2024, and extensions are no longer possible through the embassy.

I have a machine-readable Afghan passport which has expired
If you have a machine-readable Afghan passport, but it has expired, you can be issued a renewal stamp to extend the passport's validity. You can do this at the following Afghan foreign service missions:
- Consulate General of the Islamic Republic of Afghanistan, Munich, Germany
- Embassy of the Islamic Republic of Afghanistan, Amsterdam, the Netherlands
- Embassy of the Islamic Republic of Afghanistan, Madrid, Spain
- Embassy of the Islamic Republic of Afghanistan, Sofia, Bulgaria
- Embassy of the Islamic Republic of Afghanistan, Prague, Czech Republic
As of 30 July 2024, the only documents that the Afghan authorities accept are those issued from the above foreign service missions.
You can apply for an immigrant's passport for a single journey. You must explain the purpose of your trip in your application. UDI processes these applications on an ongoing basis and are not subject to the normal waiting times.

I have a machine-readable Afghan passport which is still valid
If you have a machine-readable passport that has not expired, you can use it to travel abroad to have your passport renewed. You can renew your passport at the following Afghan foreign service missions:

I have a handwritten Afghan passport
You may apply for an ordinary immigrant's passport, as it is not possible to be issued a new Afghan passport for the time being.
UDI will then consider whether you can be issued an immigrant's passport on special grounds. You must also fulfil the other requirements for an immigrant's passport in order to be issued an immigrant's passport on special grounds.
