Registered as moved from Norway in the National Registry


UDI decides which foreign citizens with a Norwegian national identity number (fødselsnummer) should be registered as moved from Norway in the National Population Register.

If you are a Norwegian citizen and you are incorrectly registered as having emigrated from Norway, you must contact the National Population Register (Folkeregisteret) (external website). You are not supposed to contact UDI.

Why are you registered as moved from Norway?

If you no longer have legal residence in Norway, you will not be registered as residing in Norway in the National Population Register anymore. This means that you will be registered as moved from Norway in the National Population Register.

If your residence permit is not valid anymore, and you have not applied for renewal of your residence permit, UDI will decide that you should be registered as moved from Norway in the National Population Register. This happens automatically and you will not be notified.

What are the consequences of being registered as moved from Norway?

If you are registered as moved from Norway in the National Population Register while you are still in Norway, it will have a wide range of consequences for you. You may experience problems with public services, for example healthcare, education and the Norwegian Labour and Welfare Administration (NAV).

Transition to new procedure on 1 October 2017

Previously, the Tax Administration decided which foreign citizens were to be registered as moved from Norway in the National Population Register. But UDI and the Immigration Appeals Board (UNE) became responsible for making this decision as of 1 October 2017.

If you were registered as moved from Norway in the National Population Register before 1 October 2017, and you are waiting for an answer to your application for renewal of your residence permit, you must fill out the form below.

You have to fill this form yourself. No one else can fill it for you. When you have sent the form, the UDI will check whether it is correct that you should not have been registered as moved from Norway in the national registry. If we have done an error, we will register you as living in Norway again. You will receive a reply either by e-mail, phone or post. For safety reasons you should not write any sensitive personal information or information bound by duty of confidentiality about yourself or others in this form. These kinds of information are for example health information, information about criminal offenses or information about someone being an asylum seeker or a refugee.
