If you are a Norwegian citizen and you are incorrectly registered as having emigrated from Norway, you must contact the National Population Register (external website). You are not supposed to contact UDI.
If you no longer have legal residence in Norway, you will not be registered as residing in Norway in the National Registry anymore. This means that you will be registered as moved from Norway in the National Registry.
If your residence permit is not valid anymore, and you have not applied for a renewal of your residence permit, the UDI will decide that you should be registered as moved from Norway in the National Registry. This happens automatically and you will not be notified.
If you are registered as moved from Norway in the National Registry while you are still in Norway, this has a wide range of consequences for you. You can experience problems with public services, for example health care, education and the Norwegian Labour and Welfare Administration (NAV).
Previously, the Tax Administration decided which foreign citizens were to be registered as moved from Norway in the National Registry. The UDI and the Immigration Appeals Board (UNE) has been given the responsibility to make these decisions from 1 October 2017.
