You have been established in another EU/EEA country, other than Norway, and the reference person has been a worker, self employed, service provider, had sufficient funds or been a student there, and you are now moving to Norway together.
On this page, we use the words 'reference person' and 'applicant'
- The reference person = the family member living in Norway.
- The applicant = the person who wants to move to Norway or continue living here and who needs a residence permit
If you are from a country outside the EU/EEA and the family member in Norway is an EU/EEA national, you can apply for a residence card for family members of EU/EEA nationals.

Spouses and registered partners
Requirements for both
- Your marriage/partnership must have been validly entered into.
- You must have plans to live together in Norway.
- You must not have been forced to marry (forced marriage).
- Your marriage must not be a proforma marriage/ marriage of convenience.
Requirements for the applicant
- You must document your identity. A valid passport is usually valid proof of identity.
- You must not be subject to a prohibition against entry to Norway or Schengen.
Requirements for the reference person
- You must be a Norwegian citizen who has lived on a permanent basis together with the applicant in another EU/EEA country.
- You must have been an employee, self-employed person or student in this EU/EEA country, or have lived there with sufficient funds of your own.
- You must have moved to Norway together with the applicant.
- You must document that you have the right of residence in Norway by being an employee, self-employed, student, or that you have enough money to support yourself and your family.

Cohabitants
Requirements for both
- Both of you must be over the age of 18.
- You are going to live together in Norway.
- You must meet one of the following two requirements:
- You must have lived together for at least two years and neither of you can be married to someone else.
- You have, or are expecting, a child together. You are both unmarried or divorced.

- You cannot have parents or other carers in your home country or country of residence.

- You must have moved to Norway together with the applicant.

- You have a need to be provdided for by the reference person, and are currently provided for by him or her. It is necessary for the reference person to provide for you in order to meet your basic needs.
- In order for you to have the right to reside on this basis, the immigration authorities must assess whether you may become an unreasonable burden on the welfare system in Norway. We will emphasise whether you are covered by health insurance and whether you are guaranteed support and housing. Other information that may be considered includes age, health and whether you have your own money.
