Requirements of the employee
- You must pay an application fee.
- You must be a Russian citizen and have lived in the Barents region for at least one year. The region consists of Murmansk Oblast, the Republic of Karelia, Arkhangelsk Oblast and Nenets Autonomous Okrug.
Requirements relating to the employment relationship
- You must have received a concrete offer of employment in Northern Norway (Nordland, Troms or Finnmark counties).
- You must normally work full time for one specific employer.
- The pay and working conditions must not be poorer than is normal in Norway.
- Your employer must obtain confirmation from the Norwegian Labour and Welfare Administration (NAV) that it is not possible to recruit enough workers from Norway or the EEA to perform the work.
- The work you are to carry out must not require qualifications as a skilled worker.
Rights and obligations
- You must apply for a new permit if you are to change jobs or employers.
- You can be granted a permit for one year at a time. The permit can be renewed for one more year, but after that, you must stay outside Norway for one year before you can apply for a new permit.
- The period you have this permit does not count if you later wish to apply for a permanent residence permit.
- Your family members cannot apply for a family immigration permit to come and live with you in Norway.
