Cooperation under the Asylum and Migration Management Regulation (AMMR)


The AMMR determines which country is responsible for processing an application for protection. An asylum seeker can only have their application processed in one of the AMMR countries.

If the asylum seeker applies for protection in another AMMR country, he or she will be sent back to the country that has already processed the application, or that is responsible for processing it.

What is the AMMR?

The AMMR (Asylum and Migration Management Regulation) is an agreement between the EU countries, Iceland, Switzerland, Liechtenstein, and Norway. Each asylum seeker shall only have his or her application considered in one of the countries participating in the cooperation. We refer to the countries that are part of the cooperation as AMMR countries.

The AMMR applies from 12 June 2026 and replaces the Dublin III Regulation. The AMMR carries forward the rules for determining who is responsible for handling an asylum application.

Which applicants are subject to the AMMR?

An application is processed as a Dublin case if the applicant seeking asylum in Norway:

  • has already applied for protection in another AMMR country, or
  • has been granted a visa or residence permit in another AMMR country, or
  • holds a diploma or other qualifications from an educational institution in another AMMR country, or
  • has close family members in another AMMR country, or
  • has entered another AMMR country illegally.

What happens in an AMMR case?

If someone applies for protection in Norway and the case is processed as an AMMR case, UDI will not assess whether the asylum seeker needs protection. We will only assess which country is responsible for considering the case, whether it is Norway or another AMMR country.

If another AMMR country is responsible for the asylum seeker, the asylum seeker will be sent to that country.

Unaccompanied minor asylum seekers will be sent to another AMMR country if they have family there. If they do not have family in other member states, the first member state where their application was registered is responsible. The other responsibility criteria do not apply to unaccompanied minor asylum seekers.

More applications from unaccompanied minors are processed under the AMMR rules than previously under the Dublin Regulation.

If Norway is responsible for the asylum seeker, UDI will process the application as an ordinary application for protection.
